\u00e0 concurrence de son pourcentage de participation, aux co\u00fbts p\u00e9troliers relatifs au d\u00e9veloppement et \u00e0 la production de la Zone d\u2019Exploitation, \u00e0 l\u2019exclusion des d\u00e9penses d\u2019exploration. La quote-part de l\u2019\u00c9tat en tant que partenaire dans les co\u00fbts p\u00e9troliers est rembours\u00e9e en nature aux contractants pour la participation \u00e0 la production d\u2019hydrocarbures.\r\n<br\/>Le contracteur a droit au remboursement des frais p\u00e9troliers encourus et pay\u00e9s dans le cadre des activit\u00e9s p\u00e9troli\u00e8res dans la zone d\u00e9limit\u00e9e en d\u00e9duisant une partie de la production d\u2019hydrocarbures.  La production restante est partag\u00e9e entre l\u2019\u00c9tat et le contracteur, selon les modalit\u00e9s pr\u00e9vues dans le contrat de partage de production.\r\n<br\/>Les soci\u00e9t\u00e9s op\u00e9rant dans le secteur des hydrocarbures au Gabon doivent comptabiliser les co\u00fbts p\u00e9troliers conform\u00e9ment \u00e0 leurs dispositions contractuelles et aux obligations comptables r\u00e9glementaires. Le compte des co\u00fbts p\u00e9troliers doit inclure les d\u00e9penses li\u00e9es \u00e0 l\u2019exploration, l\u2019appr\u00e9ciation, le d\u00e9veloppement et l\u2019exploitation des Hydrocarbures, ainsi que les recettes per\u00e7ues. Les soci\u00e9t\u00e9s peuvent r\u00e9cup\u00e9rer une partie des co\u00fbts p\u00e9troliers en d\u00e9duisant de leur production nette, avec des limitations annuelles.\r\n<br\/>La r\u00e9cup\u00e9ration des co\u00fbts p\u00e9troliers non recouvr\u00e9s en 2022 est report\u00e9e sur l\u2019ann\u00e9e civile 2021, avec des restrictions sur le pourcentage de production nette pouvant \u00eatre d\u00e9duit. La DGH a le droit d\u2019examiner, v\u00e9rifier et contr\u00f4ler les co\u00fbts p\u00e9troliers dans un d\u00e9lai de deux ans apr\u00e8s la fin de la phase d\u2019exploration, de d\u00e9veloppement et de production. Les op\u00e9rateurs seront inform\u00e9s des conclusions des examens effectu\u00e9s par la DGH.\r\n<\/p>\r\n<p><strong>Entreprise d\u2019\u00c9tat dans le secteur des hydrocarbures<\/strong><\/p>\r\n<p>\r\nL\u2019entreprise d\u2019\u00c9tat op\u00e9rant dans le secteur des hydrocarbures au sens des <a href=\"https:\/\/open-data.site\/site\/resume-executif\/\" target=\"_blank\">R\u00e9sultats de rapprochement<\/a>\r\n de la Norme ITIE 2019, est la Soci\u00e9t\u00e9 Nationale des Hydrocarbures du Gabon (SNHG) \r\n commun\u00e9ment appel\u00e9 Gabon Oil Company (GOC). La SNHG est un \u00e9tablissement public \u00e0 \r\n caract\u00e8re industriel et commercial cr\u00e9\u00e9e par le d\u00e9cret n\u00b01017 du 23 ao\u00fbt 2011 dot\u00e9e \r\n de la personnalit\u00e9 juridique et de l\u2019autonomie financi\u00e8re et de gestion. Le capital \r\n social de la SNHG, des ressources propres, des revenus de participations, de produit\r\n des emprunts ainsi que de dons selon l\u2019article 9 du d\u00e9cret<a href=\"https:\/\/journal-officiel.ga\/3790-1017-pr-mmph-\/\" target=\"_blank\"><sup>17<\/sup><\/a> . Elle est administr\u00e9e par un Conseil d\u2019Administration et dirig\u00e9e par un Directoire. La SNHG est d\u00e9tenue \u00e0 100% par l\u2019\u00c9tat gabonais et elle est plac\u00e9e sous la tutelle technique du Minist\u00e8re des Hydrocarbures et sous tutelle financi\u00e8re du Minist\u00e8re de l\u2019\u00c9conomie selon l\u2019article 5 du d\u00e9cret n\u00b01017 du 23 ao\u00fbt 2011. \r\n<\/p>\r\n<p>\r\nLa SNHG. a notamment pour missions<a href=\"#_ftn5\" name=\"_ftnref5\"><sup><sup>18<\/sup><\/sup><\/a> de :\r\n<\/p>\r\n<ul>\r\n<li>d\u00e9tenir, g\u00e9rer et prendre les participations, de quelle que nature que ce soit, pour le compte de l\u2019\u00c9tat, directement ou indirectement, dans toutes activit\u00e9s relatives \u00e0 la recherche, l\u2019exploration, l\u2019exploitation, la distribution, le transport, le stockage, la commercialisation, le raffinage et toutes activit\u00e9s se rapportant directement aux op\u00e9rations vis\u00e9es ci-dessus ;\r\n<\/li>\r\n<li>d\u00e9tenir les participations de l\u2019\u00c9tat dans les gisements d\u2019hydrocarbures et dans le capital des soci\u00e9t\u00e9s titulaires des conventions d\u2019\u00e9tablissement, et des contrats de partage de production ;\r\n<\/li><li>assurer la commercialisation, l\u2019importation, l\u2019exportation et la distribution de tout ou une partie des produits extraits des gisements d\u2019hydrocarbures et des installations industrielles de traitement et de transformation des hydrocarbures ;\r\n<\/li><li>entreprendre pour le compte de l\u2019\u00c9tat, seule ou en association, toute op\u00e9ration d\u2019investissement, de gestion se rapportant directement aux op\u00e9rations vis\u00e9es \u00e0 l\u2019alin\u00e9a 1er ci-dessus ;\r\n<\/li><li>rechercher et exploiter, seule ou en association, partenariat, joint-venture, des gisements d\u2019hydrocarbures et de toutes substances connexes ou associ\u00e9es ; et\r\n<\/li><li>d\u2019une mani\u00e8re g\u00e9n\u00e9rale, r\u00e9aliser soit directement, soit par toute autre entit\u00e9 ou par la cr\u00e9ation de filiales de droit gabonais ou de droit \u00e9tranger, toutes op\u00e9rations financi\u00e8res se rapportant directement ou indirectement \u00e0 l\u2019industrie des hydrocarbures.\r\n<\/li><\/ul>\r\n<p><strong><u>Gouvernance de la GOC<\/u><\/strong>&nbsp;:<\/p>\r\n<p>L\u2019organe de gouvernance de la GOC est compos\u00e9 d\u2019une Direction G\u00e9n\u00e9rale et un Conseil d\u2019Administration ;<\/p>\r\n<ul>\r\n<li>Un Pr\u00e9sident de conseil d\u2019administration\r\n<\/li><li>Un Administrateur Directeur G\u00e9n\u00e9ral\r\n<\/li><li>Six (6) autres administrateur dont le Directeur G\u00e9n\u00e9rale de la DGH\r\n<\/li>\r\n<\/ul>\r\n<p><strong><u>Revenus de la GOC :<\/u><\/strong><\/p>\r\n<p>\r\nLes revenus de la GOC ont \u00e9t\u00e9 valoris\u00e9s selon les \u00e9tats financiers de 2022 \u00e0 359 806 442 809 FCFA et se composent essentiellement de :\r\n<\/p>\r\n<ul>\r\n<li>Revenus li\u00e9s \u00e0 son propre permis Mboumba en tant qu\u2019op\u00e9rateur, ainsi qu\u2019aux associations p\u00e9troli\u00e8res en tant que partenaire \u00e9tatique. Ces activit\u00e9s ont g\u00e9n\u00e9r\u00e9 307 890 739 379 FCFA en 2022 contre 229 246 893 865 FCFA en 2021, soit une am\u00e9lioration de 34,31 %.\r\n<\/li><li>Commissions g\u00e9n\u00e9r\u00e9es au titre de la commercialisation de la part de l\u2019huile de l\u2019\u00c9tat. Ces commissions s\u2019\u00e9l\u00e8vent \u00e0 25 094 406 272 FCFA en 2022 contre 10 648 609 973 FCFA en 2021, soit une augmentation de 135 %.\r\n<\/li><li>Revenus des ventes de brut \u00e0 la SOGARA. Ces ventes ont g\u00e9n\u00e9r\u00e9 23 776 967 482 FCFA en 2022.\r\n<\/li><li>Revenus des ventes de gaz au partenaire PERENCO OIL & GAS. Ces ventes se chiffrent \u00e0 3 044 329 676 FCFA en 2022.\r\n<\/li><li>Dividendes re\u00e7us. Les ressources en marbre de la zone de Dousse Oussou <p>La production d'or de la SEM en 110, 27 kg en 2022 contre 144,26 Kg en 2021, soit une baisse de 24%. Conform&eacute;ment &agrave; l'objectif de l'&Eacute;tat gabonais de constituer une r&eacute;serve strat&eacute;gique d'or, comme le stipule l'Ordonnance valid&eacute;e sous la r&eacute;f&eacute;rence N&deg; 009\/PR\/2021 du 19\/02\/2021, la SEM est dans l&rsquo;obligation de stocker une partie de sa production en 2022.<\/p>\r\n<\/li><\/ul>\r\n<p>pourraient atteindre plusieurs millions de tonnes en raison de la g\u00e9ologie favorable.
